I have the honour to report the following
matter for your consideration.

On the 14th, October, 1899, and 20th. De-
cember, 1899, I leased two pieces or parcels of ground cover-
ed by the sea,
situated to the East of the Island of Lantas
which, with the leased sites, became British Territory under
the Convention of June, 1898.

These leases were granted for a term

five years from the 7th. October, 1899, at the yearly rental
of One Thousand Dollars and Three Hundred Dollars respective-

In the one case, the lease was granted for

'searching for and obtaining coral from the bed of the sen
and so as not to interfere with fishing and navigation". In
the other case, the right granted included the searching and
obtaining shells as well as coral.

With these preliminary rmarks, I pass on
to relate the course of events in respect of the Lease of the
site designated as Lantae Marine Let No. 2. granted on 20th.
December at an annual rental of Three Hundred Dollars and
conferring a right to search for and obtain ceral or shells.
